จากสถานการณ์เศรษฐกิจโลกที่มีความผันผวนจากความขัดแย้งระหว่างอิหร่าน-อิสราเอล เริ่มทวีความรุนแรงและส่งผลกระทบทั้งทางตรงและทางอ้อมต่อประเทศไทยทั้งมิติด้านเศรษฐกิจและสังคมโดยเฉพาะในภาคการส่งออก การเกษตร การท่องเที่ยว และต้นทุนพลังงาน โดย คณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร) คาดการณ์ว่าการส่งออกไทยเผชิญความท้าทายจากต้นทุนโลจิสติกส์ที่เพิ่มสูงขึ้น ทั้งค่าระวางเรือและค่าประกันภัยความเสี่ยงสงคราม  ขณะที่ภาคการท่องเที่ยวอาจสูญเสียรายได้จากกลุ่มนักท่องเที่ยวตะวันออกกลางซึ่งเป็นกลุ่มที่มีกำลังซื้อสูง ในภาพรวมประเมินว่าสถานการณ์ความขัดแย้งนี้ อาจฉุด GDP ของไทยให้ลดลงได้ถึง 0.1 - 0.8% ตามระดับความรุนแรงของเหตุการณ์ ถึงแม้ประเทศไทยจะไม่ได้อยู่ในศูนย์กลางของความขัดแย้ง แต่มันคือ \"ระเบิดเวลา\" ทางเศรษฐกิจจากราคาพลังงานและต้นทุนการค้าที่พุ่งสูง คือโจทย์ใหญ่ที่ภาครัฐและภาคเอกชนต้องเร่งวางแผนรับมือเพื่อประคองเสถียรภาพทางเศรษฐกิจให้ผ่านพ้นวิกฤตนี้ไปได้\u003Cbr>\u003Cbr>อย่างไรก็ดี วิกฤตดังกล่าวอาจเป็น “โอกาส” สำหรับประเทศไทย โดยเฉพาะในด้านการส่งออก เนื่องจากคาดว่าจะเกิดภาวะสินค้าขาดแคลนในบางตลาด สิ่งสำคัญคือ การบูรณาการและประเทศไทย จะเลือกใช้เส้นทางการขนส่งใดเป็นทางเลือก ไม่ว่าจะเป็นเส้นทางผ่านซาอุดีอาระเบีย หรือผ่านทวีปแอฟริกาเพื่อเข้าสู่ภูมิภาคตะวันออกกลาง ซึ่งจำเป็นต้องพิจารณาอย่างรอบคอบ ในด้านการท่องเที่ยว ความไม่สงบในตะวันออกกลางอาจทำให้นักท่องเที่ยวยุโรป โดยเฉพาะกลุ่มสแกนดิเนเวีย ที่เคยเดินทางไปตะวันออกกลาง เปลี่ยนจุดหมายปลายทางมายังเอเชีย อาเซียน และประเทศไทยมากขึ้น นอกจากนี้ กลุ่มนักลงทุนหรือผู้มีฐานะจากตะวันออกกลางอาจมองหาพื้นที่ที่มีความปลอดภัย (Safe Area) สำหรับการพักอาศัยหรือการลงทุนซึ่งประเทศไทยมีศักยภาพ โดยเฉพาะในฐานะศูนย์กลางด้านสุขภาพและการท่องเที่ยวเชิงสุขภาพ\u003Cbr>\u003Cbr>จากที่กล่าวมาเบื้องต้น จะเห็นได้ว่าประเทศไทยยังมีโอกาสจากสถานการณ์ดังกล่าว แต่ภาคเอกชน ยังประสบปัญหาสำคัญและมีความกังวลอย่างมาก คือ “ปัญหาการขาดแคลนแรงงาน” โดยประเทศไทยกำลังเผชิญปัญหาโครงสร้างกำลังแรงงานที่ส่งผลให้เกิดการขาดแคลนแรงงานเชิงโครงสร้างในทุกภาคธุรกิจอย่างต่อเนื่อง ขณะเดียวกันอัตราการเกิดของประชากรไทยลดลงอย่างมีนัยสำคัญ ทำให้กำลังแรงงานในประเทศหดตัวลงอย่างชัดเจน ประกอบกับข้อจำกัดในการนำเข้าแรงงานจากต่างประเทศ ส่งผลให้สถานการณ์การขาดแคลนแรงงานทวีความรุนแรงในหลายระดับทักษะ ทั้งแรงงานไร้ฝีมือ กึ่งฝีมือ และฝีมือ\u003Cbr>\u003Cbr>\u003Cstrong>นายวิบูลย์ กล่าวเพิ่มเติมว่า \u003C\u002Fstrong>สมาชิกผู้ประกอบการจำนวนมากได้มีหนังสือร้องเรียนมายังคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) อาทิ สมาคมอุตสาหกรรมก่อสร้างไทย ในพระบรมราชูปถัมภ์ สมาคมธุรกิจรับสร้างบ้าน สมาคมอุตสาหกรรมผลิตภัณฑ์คอนกรีตไทย สมาคมอาคารชุดไทย สมาคมผู้ผลิตสีไทย สมาคมช่างเหมาไฟฟ้าและเครื่องกลไทย สมาคมโรงแรมไทย สมาคมตลาดสดไทย สมาคมผู้ผลิตอาหารสำเร็จรูป สมาคมอาหารแช่เยือกแข็งไทย  สมาคมอุตสาหกรรมทูน่าไทย  สมาคมการค้าอาหารสัตว์เลี้ยงไทย  สมาคมกุ้งไทย สมาคมผู้ส่งออกข้าวไทย สมาคมผู้ประกอบการพืชผักผลไม้ไทย  สมาคมการค้าอาหารอนาคตไทย สมาคมยางพาราไทย  สมาคมน้ำยางข้นไทย สมาคมกาแฟไทย สมาคมผู้ผลิตไก่เพื่อส่งออกไทย สมาคมธุรกิจคลังสินค้า ไซโล และห้องเย็น สมาคมผู้ประกอบการท่าเทียบเรือสินค้าและคอนเทนเนอร์ สมาคมต่อเรือ   และซ่อมเรือไทย สมาคมอุตสาหกรรมเครื่องนุ่งห่มไทย สมาคมอุตสาหกรรมทอผ้าไทย สมาคมการค้าผู้แทนจำหน่ายสถานีบริการน้ำมันพลังไทย และสมาชิกผู้ประกอบการหอการค้าจังหวัดและสภาอุตสาหกรรมจังหวัดภาคตะวันออก ได้แก่ จังหวัดจันทบุรี ฉะเชิงเทรา ระยอง สระแก้ว ปราจีนบุรี และตราด ว่าประสบปัญหาการขาดแคลนแรงงานต่างด้าวอย่างรุนแรง ซึ่งส่งผลกระทบโดยตรงต่อการดำเนินกิจการ การผลิต การให้บริการ และศักยภาพในการแข่งขันของภาคธุรกิจไทย โดยสถานการณ์ในขณะนี้ได้สร้างความเดือดร้อนแก่ผู้ประกอบการอย่างมาก โดยเฉพาะภาคก่อสร้าง ภาคการผลิต ภาคเกษตรและอุตสาหกรรมต่อเนื่อง (งานเก็บผลไม้ตามฤดูกาล) และภาคบริการ ซึ่งล้วนเป็นภาคเศรษฐกิจหลักและเกี่ยวข้องกับโครงการลงทุนภาครัฐด้านโครงสร้างพื้นฐานในช่วงครึ่งหลังของปี 2569\u003Cbr> \u003Cbr>\u003Cstrong>นายสุชาติ จันทรานาคราช รองประธานสภาอุตสาหกรรมแห่งประเทศไทย \u003C\u002Fstrong>กล่าวว่า\u003Cstrong> คณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) มีความเป็นห่วงต่อสถานการณ์ปัญหาแรงงานต่างด้าวขณะนี้ที่ยังไม่มีแนวทางแก้ไขที่ชัดเจนเป็นรูปธรรม จึงขอเรียกร้องให้รัฐบาลเร่งดำเนินการแก้ไขปัญหาการขาดแคลนแรงงานต่างด้าวในอุตสาหกรรมต่างๆ โดยเร็ว\u003Cu> โดย กกร. ตระหนักดีว่าการบริหารจัดการแรงงานต่างด้าวต้องคำนึงถึงมิติด้านความมั่นคงควบคู่กับมิติทางเศรษฐกิจและสังคมอย่างรอบด้าน\u003C\u002Fu>\u003C\u002Fstrong>\u003Cu> \u003C\u002Fu>อย่างไรก็ตาม  ภายใต้สถานการณ์เร่งด่วนในปัจจุบันอย่างที่กล่าวไปแล้วเบื้องต้น \u003Cstrong>จึงมีความจำเป็นให้มีมาตรการแก้ไข  ทั้งในระยะสั้นและระยะกลาง โดยเฉพาะอย่างยิ่งการต่ออายุใบอนุญาตทำงานของแรงงานทุกสัญชาติที่อยู่ในประเทศไทย ถือเป็นหนึ่งในมาตรการเฉพาะหน้าที่จำเป็นอย่างยิ่งและจะต้องดำเนินการโดยเร็ว   เพื่อป้องกันไม่ให้กำลังแรงงานเหล่านี้กลายเป็นแรงงานนอกระบบผิดกฎหมายยากต่อการควบคุมดูแล ซึ่งจะกลายเป็นปัญหาด้านความมั่นคงของประเทศได้ ขณะเดียวกันควรเร่งวางแผนบริหารจัดการแรงงานต่างด้าวทุกสัญชาติอย่างเป็นระบบ เพื่อรักษาเสถียรภาพด้านกำลังแรงงานของประเทศ ทั้งนี้ กกร. จึงขอเสนอ รัฐบาลเพื่อเร่งแก้ไขปัญหาขาดแคลนแรงงานต่างด้าวโดยเฉพาะ ดังนี้\u003C\u002Fstrong>\u003C\u002Fp>\u003Col>\u003Cli>\u003Cstrong>พิจารณามาตรการต่ออายุใบอนุญาตทำงานของแรงงานต่างด้าวทุกสัญชาติที่อยู่ในประเทศไทย และให้มีการตรวจสอบประวัติกับฝ่ายความมั่นคง เพื่อสร้างการดูแลแรงงานอย่างเป็นระบบภายใต้เงื่อนไขอย่างเคร่งครัดชัดเจน พร้อมทั้งให้นายจ้างรับผิดชอบและกำกับดูแลอย่างเหมาะสม โดยหากแรงงาน ต่างด้าวทุกสัญชาติมีพฤติกรรมต่อความมั่นคงของชาติให้ส่งกลับประเทศต้นทางทันที \u003C\u002Fstrong>\u003Cbr>ในส่วนของแรงงานเก็บผลไม้ตามฤดูกาล โดยเฉพาะในจังหวัดภาคตะวันออก จันทบุรี, ระยอง, ตราด, ปราจีนบุรี, สระแก้ว ขอให้ผู้ว่าราชการจังหวัดที่เกี่ยวข้อง ประสานงานกับภาคเอกชนในจังหวัดเพื่อออกมาตรการกำกับดูแลที่เหมาะสมอย่างเร่งด่วน เพื่อรองรับการเก็บผลไม้ที่จะมีการออกผลจำนวนมากในอนาคต \u003Cu>ซึ่งข้อเสนอดังกล่าวข้างต้นนี้สอดคล้องกับมติของคณะกรรมการนโยบายการบริหารจัดการการทำงานของคนต่างด้าว (คบต.) เมื่อวันที่ 12 และเมื่อวันที่ 20 กุมภาพันธ์ 2569 โดยมีรัฐมนตรีว่าการกระทรวงแรงงานในขณะนั้นเป็นประธาน\u003C\u002Fu>\u003C\u002Fli>\u003Cli>แรงงานต่างด้าวทุกสัญชาติที่ได้ออกจากประเทศไทยไปแล้ว หรือลักลอบเข้าประเทศไทย  อย่างผิดกฎหมาย ไม่ควรต่อใบอนุญาตทำงานให้คนต่างด้าวทุกกลุ่ม ทุกกรณี\u003C\u002Fli>\u003Cli>ลดขั้นตอนและค่าใช้จ่ายในการนำเข้าและขึ้นทะเบียนแรงงานต่างด้าวทุกสัญชาติที่มีนายจ้าง และอยู่ในประเทศไทย เพื่อเป็นการลดภาระของนายจ้างผู้ประกอบการ และเพื่อรักษาและคงไว้ซึ่งกำลังแรงงานต่างด้าวที่มีอยู่ภายในประเทศให้เพียงพอ\u003C\u002Fli>\u003Cli>เร่งรัดการแก้ไขปัญหาการใช้ e-Work Permit ของกรมการจัดหางาน ให้มีความเสถียรและใช้งานสะดวกและมีประสิทธิภาพแก้ปัญหาระบบล่ม คิวเต็ม ทำให้นายจ้างและแรงงานต่างด้าวยื่นขอต่ออายุไม่ทัน  ส่งผลให้เกิดปัญหาแรงงานต่างด้าวหลุดจากระบบ นายจ้างและแรงงานต่างด้าวเสียค่าใช้จ่ายเพิ่มและเสี่ยงต่อการถูกปรับจาก ตม. อีกทั้งระบบ e-Work Permit ยังไม่เชื่อมกับฐานข้อมูลของหน่วยงานอื่น อาทิ  ตม. ประกันสังคม หรือสาธารณสุข ทำให้ต้องกรอกข้อมูลซ้ำและเกิดความคลาดเคลื่อน ทั้งนี้ ขณะที่ระบบ  e-Work Permit ยังอยู่ในระหว่างการแก้ไขก็ขอให้กระทรวงแรงงานอนุโลมใช้ระบบเดิมควบคู่กันไปก่อน    และขอให้กระทรวงแรงงานประสานกับ ตม. เพื่อผ่อนผันการจับกุมแรงงานที่ผิดกฎหมายเนื่องจากเหตุดังกล่าวนี้ด้วย\u003C\u002Fli>\u003Cli>กระทรวงแรงงาน ควรวางแผนทดแทนแรงงานต่างด้าวในระยะยาว โดยการเพิ่มช่องทางการนำเข้าแรงงานต่างด้าวภายใต้ MOU โดยการเร่งรัดการเจรจากับประเทศต้นทาง เพื่อจัดหาและนำเข้าแรงงาน  จากประเทศอื่นๆ เช่น ศรีลังกา บังคลาเทศ และอินโดนีเซีย เป็นต้น เพื่อป้อนภาคอุตสาหกรรมที่ขาดแคลนอย่างเร่งด่วนต่อไป\u003C\u002Fli>\u003C\u002Fol>\u003Cp>กกร. ขอเน้นย้ำว่า ภาคเอกชนไทยสนับสนุนการจ้างงานแรงงานต่างด้าวอย่างถูกกฎหมาย และพร้อมให้ความร่วมมือรัฐบาลในทุกด้านเพื่อบรรลุนโยบายนี้ อย่างไรก็ตาม หากสถานการณ์ยังไม่ได้รับ การแก้ไขอย่างทันท่วงทีโดยเร็ว จะส่งผลให้ผู้ประกอบการโดยเฉพาะอย่างยิ่ง SME จำนวนมาก ได้รับผลกระทบอย่างรุนแรง One key consideration will be Thailand’s ability to integrate and optimize alternative logistics and transportation routes, whether through Saudi Arabia or via African trade corridors into the Middle East. These options will require careful strategic assessment and coordinated planning.\u003Cbr>\u003Cbr>In the tourism sector, instability in the Middle East could encourage European travelers — particularly Scandinavian tourists who traditionally travel to the region — to shift their destinations toward Asia, ASEAN, and Thailand. In addition, investors and high-net-worth individuals from the Middle East may increasingly seek secure and stable destinations for residence and investment. Thailand is well-positioned to capitalize on this trend, particularly as a regional hub for healthcare, wellness, and medical tourism.\u003Cbr>\u003Cbr>From the current situation, it is evident that Thailand still has opportunities to adapt and benefit under evolving global dynamics. Nevertheless, the private sector continues to face a major structural concern — the growing shortage of labor. Thailand is currently experiencing a structural workforce imbalance that has led to persistent labor shortages across nearly all business sectors. At the same time, the country’s declining birth rate has significantly reduced the domestic labor supply, while restrictions on foreign labor recruitment have further intensified shortages at all skill levels, including unskilled, semi-skilled, and skilled workers.\u003Cbr>\u003Cbr>\u003Cstrong>Mr. Viboon further revealed that\u003C\u002Fstrong> numerous business associations and private sector members have submitted formal complaints to the Joint Standing Committee on Commerce, Industry and Banking (JSCCIB). These include organizations from the construction, manufacturing, hospitality, agriculture, food processing, logistics, textiles, energy, and export sectors, as well as provincial chambers of commerce and industrial councils in Eastern Thailand, including Chanthaburi, Chachoengsao, Rayong, Sa Kaeo, Prachinburi, and Trat provinces.\u003C\u002Fp>\u003Cp>The private sector has expressed serious concerns over the severe shortage of migrant workers, which is directly affecting business operations, manufacturing capacity, service delivery, and the overall competitiveness of Thai enterprises. The current labor shortage is causing significant disruption, particularly in construction, manufacturing, agriculture, seasonal fruit harvesting, and service industries — all of which are key drivers of Thailand’s economy and closely linked to major public infrastructure investment projects scheduled for the second half of 2026.\u003Cbr>\u003Cbr>\u003Cstrong>Mr. Suchart Chantranakaraj, Vice Chairman of the Federation of Thai Industries (FTI), stated that the JSCCIB remains deeply concerned that there is still no clear and concrete policy direction to address the migrant labor shortage. The committee therefore urges the government to urgently implement effective measures to resolve labor shortages across various industries.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>\u003Cstrong>\u003Cu>The JSCCIB recognizes that migrant labor management must balance national security considerations alongside economic and social dimensions in a comprehensive manner.\u003C\u002Fu> However, given the urgent circumstances currently facing the country, immediate short- and medium-term measures are essential. In particular, extending work permits for migrant workers of all nationalities currently residing in Thailand is considered an urgent and necessary measure that must be implemented without delay.\u003C\u002Fstrong>\u003Cbr>\u003Cbr>\u003Cstrong>Such action would help prevent these workers from falling into the illegal labor system, which would become increasingly difficult to regulate and could potentially evolve into a national security concern. At the same time, the government should accelerate the development of a systematic migrant labor management framework to maintain labor stability and support Thailand’s economic resilience.\u003C\u002Fstrong>\u003Cbr>\u003Cstrong>The JSCCIB therefore proposes the following urgent measures to the Government of Thailand:\u003C\u002Fstrong>\u003C\u002Fp>\u003Col>\u003Cli>\u003Cstrong>Consider extending work permits for migrant workers of all nationalities currently residing in Thailand, subject to strict screening and security background checks conducted in coordination with national security agencies. Employers should be required to assume responsibility for proper supervision and compliance. Any migrant worker found to pose a threat to national security should be immediately repatriated to their country of origin. \u003C\u002Fstrong>Regarding seasonal fruit-harvesting labor, particularly in Eastern provinces including Chanthaburi, Rayong, Trat, Prachinburi, and Sa Kaeo, provincial governors should urgently coordinate with local private sector stakeholders to establish appropriate management measures to support the upcoming large-scale fruit harvest season. These recommendations are aligned with the resolutions of the Committee on Migrant Worker Management Policy dated 12 and 20 February 2026, chaired at the time by the Minister of Labour.\u003C\u002Fli>\u003Cli>Migrant workers of all nationalities who have already left Thailand or illegally entered the country should not be eligible for work permit renewals under any circumstances.\u003C\u002Fli>\u003Cli>Reduce administrative procedures and costs associated with importing and registering migrant workers of all nationalities who already have employers and are residing in Thailand. This would help ease the burden on businesses while maintaining an adequate labor supply within the country.\u003C\u002Fli>\u003Cli>Expedite improvements to the Department of Employment’s e-Work Permit system to ensure greater stability, efficiency, and user accessibility. Frequent system failures and fully booked appointment queues have prevented employers and migrant workers from renewing permits on time, resulting in workers falling out of the legal system, increased operational costs, and greater risk of penalties from immigration authorities. Furthermore, the current e-Work Permit platform remains disconnected from other government databases, including Immigration, Social Security, and Public Health systems, resulting in repetitive data entry and inconsistencies. During the transition period while system improvements are underway, the Ministry of Labour is urged to temporarily allow the previous system to operate in parallel. The Ministry should also coordinate with Immigration authorities to provide temporary leniency regarding enforcement actions against workers affected by these technical issues.\u003C\u002Fli>\u003Cli>In the long term, the Ministry of Labour should develop a sustainable workforce replacement strategy by expanding migrant labor recruitment channels under bilateral Memoranda of Understanding (MOUs). Thailand should accelerate negotiations with additional source countries such as Sri Lanka, Bangladesh, and Indonesia to secure labor supply for industries facing critical shortages.\u003C\u002Fli>\u003C\u002Fol>\u003Cp>The JSCCIB reiterates that Thailand’s private sector fully supports the legal employment of migrant workers and stands ready to cooperate with the government in all aspects to achieve this policy objective. However, if the situation is not addressed promptly and effectively, a large number of Thai businesses — particularly SMEs — will face severe operational and financial impacts, inevitably affecting Thailand’s overall economic growth, investment climate, and long-term
